This is a pre-screening tool, not a certification. It confirms whether the visible structural elements a sanctioning body requires appear to be present. Tube material, wall thickness, weld quality, and exact angles/distances generally cannot be verified from photos and must be measured or attested to directly. A logbook can only be issued by an authorized scrutineer.
